                2. Fix to always check for entries in the RTOQ.  Change BNEQ
                   to BLSS when checking persistent errors. Add code so that
                   if no message is ever transmitted then the device won't
                   shutdown by reaching maximum RTO's.
                3. Fix to sync to IPL$_TIMER before queueing entries onto
                   the timer queue.  Clean up of reply and selection timer
                   handling.
